Also known as Web Host Manager, it is a server management interface that is part of the cPanel & WHM software suite. Can I use cPanel on Windows?

Is cPanel free to use?

You can transfer the license to a different IP address on the same server. If you want to license a separate, additional server, you have to get another separate license.
